The copyright law of the United States (Title 17, U.S. Code) governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specified conditions is that the photocopy or reproduction is not to be "used for any purpose other than private study, scholarship, or research." If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of fair use, that user may be liable for copyright infringement.

CLOUD, or the Curated Library about Opioid Use for Decision-makers. Created by the Center for Evidence-based Policy (CEbP) at Oregon Health & Science University. The CLOUD offers resources on topics including addiction treatment, harm reduction, prevention, and recovery, and alternative treatments for pain. The materials include downloadable documents, such as policy reports, implementation guides, and government documents such as relevant legislation, as well infographics, videos, and website links. They include information about authors and funding sources for all of the resources. (The CLOUD only includes non-proprietary materials, but they are working with researchers and program managers to prepare summaries of research published in proprietary journals.)
